I realized that now I had a problem of capitals and not capitals letter so

#+begin_fstree: /home/oub/ALLES/HGs/HG-CVS-Formular :non-recursive t

#+end_fstree:

Still does not work

But 

#+BEGIN_FSTREE: /home/oub/ALLES/HGs/HG-CVS-Formular :non-recursive t

#+END_FSTREE:

Does, strange! Anyhow!
