See the docstring for org-blank-before-new-entry:
  - i.e.,  "C-h v org-blank-before-new-entry"

If you never want a blank line, the simplest setting is:
(setq org-blank-before-new-entry nil)

I cannot reproduce this behavior. C-RET correctly creates a new headline
beneath the current entry.
