If you do <f1> f diary-anniversary <RET>, you will see
(diary-anniversary MONTH DAY &optional YEAR MARK)
So, the correct entries will be

%%(diary-anniversary 01 30 2023) Arthur's birthday (%d years old)
org-anniversary uses more conventional year-month-day order:
%%(org-anniversary 1948 01 30) Arthur's birthday (%d years old)
