Thanks for replying.

I've debugged my theme and got it working again, and footnotes have now been restored to their particular normal place. With regard to 'org-footnote-section' I've set it to 'nil' on 2020-04-14. Org-footnote-section does not appear in
  my theme!

And that `#+STARTUP:' line is now being tested on my current working documents.
