This didn't work for me either.  Adding a top leaving heading, such
as:

--8<---------------cut here---------------start------------->8---
* Introduction
--8<---------------cut here---------------end--------------->8---

before the first equation at least made latex export work.  HTML export
still doesn't do what I believe you wanted, however, but this I know
less about...
