`org-add-note' assumes that it is called from an Org buffer. So, as
you may expect, all kinds of unexpected things might happen when it is
called outside Org buffer.
Starting from Emacs 28, we are able to limit commands to show up only in
Org buffers (if necessary). However, we still support Emacs 27 that does
not have that feature, and I know no good way to add mode declaration to
commands without breaking Emacs 27. So, for now, we should leave the
situation as is, until Emacs 30 is release when we can drop Emacs 27
support.
I will leave this open until then.
