I recommend the following:
If the value starts from ", use Elisp's `read':
|"# <<" ">>"
(read (current-buffer)) ; => "# <<"
otherwise, consider read until the first whitespace.
|#<<; >>;
(re-search-forward (rx (1+ (not whitespace))))
#<<;|
However, there may be edge cases like
"<< >>"
"<< >>
<< << >>
<< "asd" >>
