[PATCH] style/worg.css: Display TOC on top

I noticed a small glitch in https://orgmode.org/worg/dev/org-syntax.html

When TOC is expanded, the page notes are displayed on top of the TOC.

AFAIU, the problem is related to worg CSS. style/worg.css sets z-index
to the same value for all the elements making rendering dependent on the
defined element order.

The attached patch fixes the issue.
