Does setting the `:index-filename' help?


(setq org-publish-project-alist
      '(("org-notes"
        
         ;; ...

         :auto-index t ; generate index.org automagically
         :index-filename "sitemap.org"
         :index-title "Sitemap"
         :recursive t
         
         ;; ...
         )
