* How to HTML export non-Emacs/Elisp info manual links?

Hello!

I'd like for exported HTML output to include HTTP links to info manuals
besides the Emacs and Elisp manuals. Is this possible?

For example, the hyperdrive.el info manual links to the transient.el
info manuals using the info: protocol. In the exported HTML document
(<https://ushin.org/hyperdrive/hyperdrive-manual.html#hyperdrive_002dmenu>),
the link to the transient.el info manual is broken. It points to

https://ushin.org/hyperdrive/transient.html#Introduction

instead of the expected

https://www.gnu.org/software/emacs/manual/html_mono/transient.html#Introduction

For reference, here's the org-mode hyperdrive.el info manual:

https://git.sr.ht/~ushin/hyperdrive.el/tree/master/doc/hyperdrive-manual.org

Here's the script that exports from org to texi to HTML:

https://git.sr.ht/~ushin/ushin.org/tree/master/item/build-site.el#L26

In this case, the expected URL points to <https://www.gnu.org/>, but it
would be useful to have the option to specify a different host, like:

https://magit.vc/manual/transient.html#Introduction
