Yes, it is indeed broken.
A proper fix of these and many other fontification problems would be
https://list.orgmode.org/orgmode/87ee7c9quk.fsf@localhost/, but that's a
long way ahead.

If you are particularly annoyed by this fontification glitch, feel free
to post a patch fixing the problem. See `org-activate-footnote-links'
and its erroneous check for referencep.
