Put a `:' in front of your value. That way, Babel can locate and read the
value.

  #+name: xvar
  : 123

  #+name: myblock
  #+begin_src emacs-lisp :var xxx=xvar
  (* xxx xxx)
  #+end_src

  #+results: myblock
  : 15129
