Could you elaborate? Are you talking about position of the habit graph?

You can do it simply by changing sorting strategy in agenda. By default,
org-agenda-sorting-strategy is
((agenda habit-down time-up priority-down category-keep)
(todo priority-down category-keep)
(tags priority-down category-keep)
(search category-keep))
You can see that for agenda `habit-down' is considered first in the
sorting order. That makes sense if you want all the habits to be grouped
together. If you prefer the habits to honour scheduled time ordering,
you simply swap `habit-down' and `time-up' in the sorting strategy:
(setq org-agenda-sorting-strategy '((agenda time-up habit-down priority-down category-keep)
(todo priority-down category-keep)
(tags priority-down category-keep)
(search category-keep)))
