But I know a way that works: http://emacs.stackexchange.com/questions/5719/how-do-i-demote-promote-selected-subtrees/18216#18216 If you kill the region that you want to promote/demote and then use org-paste-subtree with the needed number of stars before the paste target, you get what you want.
