Is this intentional? The old export engine gave you one paragraph. I liked that behavior better, since it allowed me to insert notes in the middle of paragraphs. The manual still says "Paragraphs are separated by at least one empty line." On the other hand, it's probably a little cleaner to treat a comment just like a blank linke.
