Mine does pick it up. I have

  org-export-html-coding-system > nil
  buffer-file-coding-system > utf-8-unix

and get correct utf-8 html output in Org 7.4, GNU Emacs 23.2.1 on a Mac.

I don't have any further clues why it doesn't work for you.
