And you could further argue that M-S-Enter creates an initial state, so no "change" takes place. But then I'd say the fact that it records changing from nothing to TODO in the /first/ example is a bug. At the very least, it's inconsistent. The end result of those two operations really ought to be the same.

The current behavior discourages me from using M-S-Enter because then I can't tell when I initially recorded the task, unlike in the first use case.
