Hello!
I have GNU Emacs 21.4.1 (i486-pc-linux-gnu) on Debian Etch
installed. I downloaded the org-5.23a.tar.gz and try to install it
following the org.pdf Manual.
When I do make I get an error message:

What is the solution for this problem?
Any advices will be appreciated!

Not sure about the solution. Some earlier poster have also had issues
with compiling org-mode on Emacs21[1]. If possible, upgrade (even 22.2
is out now).

I upgrade my Debian Etch system to Debian SID and get emacs22 with org-mode.
