I have some files with locally set todo keywords.  I use a different
interface through:

--8<---------------cut here---------------start------------->8---
#+TODO: TODO(t) WAITING(w!) | DONE(d!) CANCELED(c@/!)
--8<---------------cut here---------------end--------------->8---
