Inserting [[]] is not useful and most of the time users will have
to delete them manually. So leaving them out seems a good choice.

FWIW, planner-erc.el has 
  ;; Annotations will be in the following forms.
  ;;

  ;; [[irc://server/nick,isnick][Chat with nick on server]]
  ;; [[irc://server/#channel][Chat on server#channel]]

but I am not a heavy user of irc and I don't find it particularly
useful. Anyone missing this feature?
