By default Org uses MathJax in HTML exports,
and MathJax does not implement TikZ.  But!
Org can be told to instead use LaTeX to
generate SVG or PNG for HTML exports [1].
But, but!  That does not work well without a
small pile of hacks.  But, but, but!  There
is a new LaTeX preview system in works [2],
and it fixes a lot of problems out of the
box, including yours!
