Thanks Nick. This works:

  * Local variables                                                  :noexport:

  # Local Variables:
  # eval: (and (fboundp 'org-sbe) (not (fboundp 'sbe)) (fset 'sbe 'org-sbe))
  # eval: (sbe "setup-common-lisp")
  # End:

Bastien, for my use case there is no reason to define an alias.
