Subject: More problems with dimming blocked TODOs

I thought this had gone away, but I didn't test carefully enough. There are 
still some situations where TODO's which should be blocked are not being 
dimmed. Here is a fragment of my task list:

***** TODO Finance reports Onebill M84
      :PROPERTIES:
      :ORDERED:  t
      :END:
******* WAITING Resolve outstanding OCC issues 
M84                                                  :PHONE:
        - State "WAITING"    [2009-02-16 Mon 15:15] \\
          Emailed mdbilling for further information.
        - added [2009-02-16 Mon]
******* TODO Create OCC report and send to Finance(M84)  [1]
        --> Finance - Onebill reports
*********** DONE Obtain OCC details from BT (M84)
            CLOSED: [2009-02-05 Thu 16:36]
            - State "DONE"       [2009-02-05 Thu 16:37]
******* TODO Update BTBA cost centres database with new items (M84)  [2]
******* TODO Create Current Bill by Service Number report (M84)  [3]
        --> Finance - Onebill reports

Items [1] and [3] are correctly dimmed. For some reason, no matter what I do, 
item [2] stays undimmed (and I've just checked - it's not blocked either). 
They should all be blocked by the WAITING item above if I understand it 
correctly. 

Any ideas, I just upgraded to 6.23b and the behaviour is the same.
