Yes, this will only work for things that are identified as
quoted LaTeX, i.e. things in LaTeX math delimiters,
and also full environments like

\begin{tabular}
......
\end{tabular}


Is the documentation unclear about this?  What documentation
should be added where so that you would have seen it?
