You  can also use
latexmk<http://users.phys.psu.edu/~collins/software/latexmk-jcc/>which
was designed to solve this kind of problem.
I have this in my init.el

(setq org-latex-pdf-process
      '("latexmk -pdflatex=xelatex -pdf -latexoption=-shell-escape %f"))
