I tested with `q' option, and the same issue:
[C-c '] is undefined

I tested with Emacs 25.1.50.1, night building of 2016-06-21,= from emacsformacosx.com .

Did you try with "emacs -q" (or equivalent)? Also, what is the ma= jor
mode used in the code editing buffer? It may be rebinding <C-c '>= .
