I guess you are using the older org-ref version 2 here. If so, there isn't a real way to customize that, it comes from org-ref-get-html-bibliography which hard codes an unordered list. 

In version 3, you can use csl for this.

I am not sure whether I should send here all my settings, but I convert the org file either with the standard org exporter or as in this example using org-mime-htmlize the result is an unnumbered list.
