Hi Nicolas,

I just upgraded using elpa. Exporting from a latin-1 file into a tex file does work now, exporting to a buffer does not set the right encoding, though.

And, the version number in the exported file is 7.9.3f now.

Org-mode version 7.9.3f (release_7.9.3f-17-g7524ef @ /home/batkejm/.emacs.d/elpa/org-20130731.1445/)

This should now be fixed. Could you confirm it?
