Based on

I have:
    (defcustom org-export-latex-inputenc-alist '(\"utf8\" . \"utf8x\") "")

But still the .tex file contains:
    \usepackage[utf8]{inputenc}
instead of:
    \usepackage[utf8x]{inputenc}

What is the right way to do this?
