I can confirm this behaviour.  I do not know if this is a regression,
but it is inconsistent for sure.  That said, you can hack around this by
using \phantom{dummy}.

For now I'm simply getting rid of the tags after specifying the environments I want to work around the issue. But I do believe that this is inconsistent behavior.
