>=C2=A0 =C2=A0 =C2=A0Original value was

>=C2=A0 =C2=A0 =C2=A0output-directory=3D%o %f")

It seems that you have modified the original value. Besides, the
docstring says:

[...] %latex is the LaTeX compiler (see =E2=80=98org-latex-compiler=E2=80= =99) [...]

If you put 'pdflatex ...', it will always compile with pdflatex.

Does `#+LATEX_CO= MPILER: lualatex` makes no difference?
=C2=A0

I would recommend that you restore the original value of
org-latex-pdf-process, which uses latexmk (if it is installed, which
seems to be your case), which executes '%latex' (=3D
`org-latex-compiler'). latexmk is a perl script included in texlive tha= t
is responsible for executing all the necessary compilations (including
the call to the bibliographic engine[1]).

When I checked the `ox-latex.el` it appears using latexmk

=
=C2=A0(defcust= om org-latex-pdf-process
=C2=A0 (if (executable-find "latexmk"= )
=C2=A0 =C2=A0 =C2=A0 '("latexmk -f -pdf -%latex -interaction= =3Dnonstopmode -output-directory=3D%o %f")
=C2=A0 =C2=A0 '(&quo= t;%latex -interaction nonstopmode -output-directory %o %f"
=C2=A0 = =C2=A0 =C2=A0 "%latex -interaction nonstopmode -output-directory %o %f= "
=C2=A0 =C2=A0 =C2=A0 "%latex -interaction nonstopmode -outpu= t-directory %o %f"))
=C2=A0 "Commands to process a LaTeX file = to a PDF file.

And latexmk is already= installed by texlive:

=C2=A0$ which latexmk
/opt/texlive/2023/bin/x86_6= 4-linux/latexmk

Or do = you mean to change latexmk in init.el?
<= div>
I do see in init.el that it has been changed to somethin= g like:

(setq org-latex-pdf-process
=C2=A0 =C2=A0 =C2=A0 '("pdf= latex -interaction nonstopmode -output-directory %o %f"
=C2=A0=C2= =A0 =C2=A0 =C2=A0 =C2=A0 "bibtex %b"
=C2=A0 =C2=A0 =C2=A0 =C2= =A0 "pdflatex -shell-escape -interaction nonstopmode -output-directory= %o %f"
=C2=A0 =C2=A0 =C2=A0 =C2=A0 "pdflatex -shell-escape -i= nteraction nonstopmode -output-directory %o %f"))

Thanks!
<= /div>

[1] In some cases some configuration is required for latexmk via a
~/latexmkrc file, but by default everything should work fine.
