#+INCLUDE: ./all_pub.html html

(notice the absence of "" around the file name)
I use org-8.3beta (taken from the git repo some weeks ago).

This works in Org 8.3.=C2=A0 Org 8.2 does not seem to insert blocks<= br> cf. org-export-expand-include-keyword.
