With the table above, using <C-c C-c> on the TBLFM line, I get:

=C2=A0 =C2=A0 | 1 | 1 |
=C2=A0 =C2=A0 | 1 |=C2=A0 =C2=A0|
=C2=A0 =C2=A0 #+TBLFM: @1$1..@2$1=3D@1$2

So the bug is probably fixed already in development version.
