I expected org-toggle-checkbox to toggle from - item to - [ ] item and obviously it doesn't do this. Sorry for the noise. Carry on. I grossly misunderstood. =C2=A0org-toggle-checkbox ( C-c C= -c, C-c C-x C-b) works correctly.

I expected org-toggle-= checkbox to toggle from

- item

t= o

- [ ] item

and obviously it do= esn't do this.
