Org-mode has its own footnote support, are you sure you want to use  
footnote-mode?

This syntax looks wrong to me.  The following should work:

     (setq footnote-prefix "\C-cf")

or alternatively

     (setq footnote-prefix [(control c) ?f])

Where did you find the syntax you were trying?
