I was about to report the same behavior on a Mac:

Here org-version: 7.9 (release_7.9-174-gcdbc2d.dirty)

For the sake of a clean compile (aka by pure chance) I changed 
org-mode/local.mk to point to the current emacs 24.2 (from http://emacsformacosx.com/)

Now my minimal example works as expected:
