I was thinking of org-latest.{zip,tar.gz}, which might usefully include the autoload files or even byte-compiled sources. So we would have the Git snapshots and org-latest would be an installable (or pre-installed) version of Git HEAD. FWIW, I think the download page should explicitly mention ELPA, now that Emacs 24.1 is out, as another low-maintenance alternative for folks who want to keep current, but not necessarily develop. ELPA is mentioned in the FAQ, although I suspect not many people will find it there because they might not think that something like that exists.
