No, Org bugs reports created with M-x org-submit-bug-report are sent
to this list. When they are confirmed by someone, they appear in the
https://updates.orgmode.org interface.
Some Emacs bug reports created with M-x report-emacs-bug are related
to Org: in that case, someone is tagging them with "org", they appear
in https://debbugs.gnu.org as such, but the conversation is forwarded
to the Org mailing list.
