Unfortunately, I am unable to reproduce.

I started from the latest main branch of Org
(https://git.savannah.gnu.org/cgit/emacs/org-mode.git/) running
  make repro

Then, opening a new org file and following the steps.

> Move point after headline d ------

> * a$
> * b$
> * c@$
> * d$

Note that I moved point _before_ headline d as indicated by @, not like
you described in words.
