It doesn't work, you just haven't run into a problem that you can positively identify with that habit yet. You'd need to re-build Emacs each time you update Org if you wanted it to work. There really is a reason that all those files get installed, if you can't or don't want to write to system-wide directories you are free to install them in your home directory instead.
