I think the right way is to add a custom agenda command:

| (org-add-agenda-custom-command
|      '(("X" agenda ""
|        ((org-agenda-skip-function
| 	(lambda() (org-agenda-skip-entry-if 'scheduled 'deadline)))))))
`----

Note that this view also skips deadlines. Then call this new "X" agenda
command like this:
