See (info "(org) Plain lists"), in particular the following paragraphs: Items belonging to the same list must have the same indentation on the first line. In particular, if an ordered list reaches number =E2=80= =9810.=E2=80=99, then the 2=E2=80=93digit numbers must be written left-aligned with the ot= her numbers in the list. An item ends before the next line that is less or equally indented than its bullet/number. A list ends whenever every item has ended, which means before any line less or equally indented than items at top level. It also ends before two blank lines(5). In that case, all items are closed.
