Is there a tutorial somewhere? Assuming that we are talking about a package that has more than a single source file, you could start by looking at the orgmode ELPA package and take it from there. In a nutshell, package.el expects all files in a flat single directory, a package definition file that contains the name and dependencies of the package to be installed and that it doesn't need to build anything except for the .elc files (in other words, you need to precompile any texi source to info files).
