It seems correct. According to manual:

  ‘v [  or short  [     (org-agenda-manipulate-query-add)’
       Include inactive timestamps into the current view.

Current view here is today.

There are many advertised limitations to Timeline feature. Actually,
Timeline feature is moribund[fn:1][fn:2]. Use Agenda view instead.
