You may report it with M-x report-emacs-b= ug I am looking into this now, with a different set of system fonts, and it is now clear what is going on. =F0=9F=87=A9=F0=9F=87=AA is actually not a single Unicode character, but 2 = characters: =F0=9F=87=A9 and =F0=9F=87=AA. The reason they are rendered as emoji is likely font composit= ion rules. Org mode priorities _must_ be a single char.
