The two formats exist because users that have a blog hosted by wordpress (e.g. someblog.wordpress.com) use one format and those users that have their own hosted blogs based on wordpress.org code use another. The first is based on =[sourcecode language...]= construct; the latter is based on a plugin and the format is =[language]...[/language]=.
