Yes, or you use the anonymous lambda declaration. Something like this:

(setq org-refile-target-verify-function
      '(lambda ()
	 (if (member org-archive-tag (split-string (or (org-entry-get (point) "ALLTAGS") "") ":"))
	     nil t)))
