I have that as a global binding now
(global-set-key (kbd "<f9> m") 'message-mark-inserted-region)
I also use boxquote.el
(global-set-key (kbd "<f9> r") 'boxquote-region)
(global-set-key (kbd "<f9> f") 'boxquote-insert-file)
