Ah, that is a very likely reason! I have the following in my emacs
initialization for org:
(add-to-list 'org-latex-packages-alist '("" "tikz"))
(add-to-list 'org-latex-packages-alist '("" "xcolor"))
as I use tikz all the time... (so I'd forgotten it's not a default).
