I think that's the problem. Why are you trying to do so? What are you trying to achieve, structurally? For me, setting =3DBEAMER_FRAME_LEVEL=3D to 0 means you can play with diffe= rent sectioning levels above your set of slides; but not that you can have slides in slides...
